There is a legend about the shifters, an urban myth, one that cannot be proven or disproven. It is said that when Pandora's Box was opened the shifters were released into the world. These shifters learned to adapt to the city and hide without fear of being caught or hunted down as animals. The shifters lived long lives, thus were often at the start of the stories about the towns that they populated. Slowly but surely the spread out all over the word, those with pure blood mated with humans of others of the same species. There were shifters which could mate with humans but thankfully these died out in the War in 1837, in which many of those died. That was when the Vampires appeared and a war broke out between the shifters and the vampires, both fighting for control of the city. Lives were lost but a treaty was signed which stated that they would work together against those who hunted them down. That is not to say that they get along at all, the relationship is very fragile. Humans lived blissfully unaware about the other races, and they were perfectly happy like this.
Slayers popped up suddenly in the population, killing vampires and shifters without remorse, but some of the more vicious slayers placed the shifters in zoos just to see how long they'd last in the environment. The government started the Delta Slayer group, that would go out and find shifters and vampires and kill them.
Life in the small town of Misery went on for years with no trouble, mayors came and went and the one that was in office was coming to terms with the many shifters in the area. The vampires would have nothing to do with the human who wanted to change the way they lived their lives. The groups soon found that they had to work together or have the government come in and wipe out the town and everyone that lived there.
